Establishing A Spay and Neuter Program
For those communities that do not currently have a dedicated spay/neuter program The ARC provides
several vehicles for assistance:

1.  For 501(c)(3) nonprofits or government agencies: The ARC is developing several resources to aid in
implementing a spay and neuter program including a Spay & Neuter Workbook, group training sessions
and one on one consulting to help lay out a plan for an effective community based spay and neuter
program.  

2. For Volunteers Groups:  If you have a group of dedicated volunteers considering establishing a Spay
& Neuter Program as a nonprofit corporation or association, The ARC can guide you through the
process of establishing your 501(c)(3) or you can choose to participate in our nonprofit Incubator
Program.

The Incubator Program allows your community to operate as a nonprofit, with full tax deductible benefit
for your donors, while avoiding the time and costs associated with filing for a nonprofit status with the
IRS.  By establishing a Spay & Neuter Affiliate Fund in the name or your organization or community you
can operate as a nonprofit under The ARC’s 501(c)(3) umbrella.
1.  A one time tax deductible contribution of $50.00 is required as a Fund set-up fee which also
qualifies as a membership fee with The ARC.

2.  Creation of a Fund in the name of the organizing group and establishing of a governing body or
board for the Fund.

3.  Signing of a legal document detailing that all the funds contributed in the groups name will be added
to fund for the sole charitable purpose set forth in the legal document.

4.  Funds will be distributed with the approval of The ARC board and the fund’s governing board solely
for charitable purposes as defined by the Fund’s legal document.

5.  At the time of dissolution of the fund, The ARC and the Fund’s governing board will distribute only
to a 501 ( c ) ( 3) organization that is dedicated to the charitable purposes as set forth in the Fund’s
legal documents.  

6.  In the event that the organizing board dissolves and a balance is left in the Fund account – The ARC
will distribute the funding to benefit like charitable causes in the community the Fund was originally
intended.  

7.  A monthly service fee of an agreed upon % and/or flat rate will be charged for the duration of the
Funds life with under The ARC’s management.

8.  The governing document, finances and activities of the Fund will be reviewed each quarter for
evaluation by both The ARC and The Fund’s governing bodies.  During these evaluations, adjustments
may be made to the legal document that would increase efficiencies and effectiveness of the program to
accomplish its goal and/or to allow each party the opportunity to dissolve the agreement if deemed
necessary by either governing bodies.
Benefits of the Incubator Program
1.  NO FILING FEES - Elimination of filing and legal fees for establishing a 501(c)(3) savings of anywhere
from $350-$1,000 or more). Those funds saved can immediately be used in the community serving the
cause.

2.  ACCESS TO PROFESSIONAL TRAINING AND ADMINISTRATION:
a.  Grant Writing and Fundraising events
b.  Spay/Neuter Voucher Program Implementation
c.  Administration of Contributions, Bookkeeping and State and IRS filings.

3.  THE TENNESSEE SPAY AND NUETER FUND - Additional funding support of spay/neuter programs
for your community through The ARC’s Spay & Neuter Funding program (creation of the Fund and its
guidelines is currently underway).

4.  EDUCATIONAL DISCOUNTS – Discounted rate on attending training seminars and workshops on a
variety of topics including grant writing, fundraising, establishing a spay/neuter clinic, implementing
spay/neuter public education campaigns etc.

5.  WEBSITE ACCESS - A one page web address on The ARC’s website profiling your program and the
ability to receive donations online and through paypal directly to your fund through the ARC’s website
donation page.

6.  NO 990 or TN STATE FILINGS - Since the Fund is part of The ARC’s 501 (c)(3), all contributions and
financial activities will be filed within The ARC’s 990 IRS and Tennessee State filings.
